Secretary of the Badung Regency Environment and Hygiene Office Earns a Doctorate Degree in 2.8 Years University General

Denpasar, Friday (05/04/2024), the Environmental Science Doctoral Study Program (PDIL) Postgraduate Program at Udayana University (Udayana University), held a Phase II Final Examination (Open Examination) with Promovenda Ir. Made Rai Warastuthi, ST., MSi., which was held in the Hall Room of the Udayana University Postgraduate Building. Rai, who is also the Secretary of the Badung Regency Environment and Hygiene Office, successfully defended her dissertation entitled "Strategy for Control and Development of Sustainable Green Open Space in Kuta and North Kuta Districts of Badung Regency". The doctoral promotion exam was chaired by PDIL Post Unud Coordinator Prof. I Wayan Arthana, MS, PhD, which consisted of nine referees namely, Prof. Dr. Ir. Made Sudiana Mahendra, MAppSc, PhD, Prof. Dr. Ir. Syamsul Alam Paturusi, MSP, Prof. Dr. I Nyoman Darma Putra, M.Litt, Prof. Dr. Ir. I Wayan Suarna, MS, Prof. Dr. Ir. I Made Adhika, MSP, Prof. Dr. Ir. I Made Adhika, Dr. Drs. I Made Sara Wijana, M.Si., Dr. Ir. I Made Sudarma, MS., Prof. Dr. Ir. I Wayan Nuarsa, M.Si., Prof. Dr. Ir. I Wayan Sandi Adnyana, MS., as well as five academic invitees namely, Dr. Ir. I Wayan Diara, MS.., Abd. Rahman As-syakur, SP, MSi, PhD., I Gede Hendrawan, S.Si., M.Si., Ph.D., I Wayan Gede Astawa Karang, S.Si, M.Si, PhD., and Dr. Pande Gde Sasmita Julyantoro, S.Si., M.Si.




Rai revealed in his presentation revealed that Green Open Space (RTH) has an important role in supporting the environmental quality and sustainability of an area. The stipulation of RTH area of 30% of the area, which is a mandate in Law No. 26 of 2007 concerning Spatial Planning, has not been fulfilled by most areas in Indonesia, including Badung Regency, Bali. The sub-districts of Kuta and North Kuta, as part of a tourism area, face the challenge of decreasing the area of green spaces which results in the reduction of biomass, which in turn has implications for climate change. Rai said, this research aims to: analyze changes in the area of green spaces that occur in Kuta and North Kuta sub-districts, analyze changes in the biomass value of green spaces in Kuta and North Kuta sub-districts, determine the sustainability status of green spaces in Kuta and North Kuta sub-districts, and formulate policy strategies for controlling and developing sustainable green spaces in Kuta and North Kuta sub-districts. From the results of the research conducted by Rai, it was concluded that the area of green spaces in Kuta and North Kuta sub-districts over a period of 18 years decreased by 21%.




Control strategies involve planning, strict supervision, and effective law enforcement as well as adequate budget allocations to realize the development of RTH, namely improving quality and quantity through a community-based approach, strengthening regulations, and building RTH supporting infrastructure that can be the foundation for achieving sustainability goals, concluded Rai in his presentation.After all the refuters and academic invitees gave rebuttals and questions, Prof. Arthana, as the chairman of the session, announced Ir. Made Rai Warastuthi, ST., MSi., worthy of a doctoral degree with honors.



At the end of the open examination, Prof. Ir. Made Sudiana Mahendra, MAppSc, PhD, gave a speech as the promoter congratulated the promovenda and his family for successfully passing the final stage of doctoral education. In addition, he also congratulated the Badung Regency Government, especially the Badung Regency Environment and Hygiene Office, where Rai served as an ASN for approximately 24 years. Prof. Mahendra also added that the doctoral degree is expected to be able to improve the ability and insight of the promovenda so that their performance as ASN will increase, which will be very useful for their institutions, the wider community, and the nation and state (DK).
